Beijing streamlines exit-entry services for businesses

The Beijing Public Security Bureau's Exit-Entry Administration has stepped up efforts to facilitate outbound business travel and attract inbound talent since launching a specialized initiative for domestic enterprises.

The initiative includes a dedicated online police-enterprise platform and service windows now available at all 21 exit-entry halls across the city.

Since its launch in 2024, the online platform has attracted nearly 1,000 enterprises, providing direct, real-time access to police liaison officers who address companies' inquiries about exit-entry matters, according to Wang Jingting, an official with the administration's foreigner service and management division.

Companies can submit requests online, which are then directed to the initiative's service windows for in-person processing. The online channel allows businesses to prepare documents in advance and complete the necessary procedures in a single visit, reducing waiting times, Wang said.

Haidian district, a major hub for international science and innovation in Beijing, has been a focus of the reforms. With numerous universities, research institutes and technology companies located in the district, demand for exit-entry services has grown alongside increased cross-border movement of personnel.

The Haidian public security branch's exit-entry team has established one-on-one service mechanisms for technology companies in the district, providing round-the-clock support. In 2025 and 2026, it implemented two sets of measures at the Zhongguancun Forum and the Haidian session of the China International Fair for Trade in Services.

The measures focus on four priority areas: outbound business travel, inbound personnel, talent settlement and service quality. They integrate exit-entry services into Haidian's industrial, innovation and talent networks.

Since their implementation, the measures have supported more than 1,100 universities, research institutes and technology companies, benefiting 14,000 people, according to the Haidian exit-entry team.

In addition to assisting companies with global expansion, the team has stepped up efforts to attract foreign talent. For overseas personnel with urgent needs to enter China for exhibitions, academic exchanges or business negotiations, the team works with relevant departments to streamline entry procedures and open dedicated channels.

For those requiring longer stays for trade, cultural exchanges or research cooperation, it provides coordinated support for entry, residence and visa matters. This year, it has facilitated emergency entry procedures for foreign personnel invited by various institutions in Haidian, helping ensure the smooth conduct of five international science and innovation events.

Access to exit-entry services has also been expanded for Chinese citizens. Beijing currently operates two municipal-level and 16 district-level exit-entry reception halls for Chinese citizens, as well as 62 service sites at police stations.

In addition, the city has six 24-hour self-service halls and three extended-hour smart service halls, allowing residents to obtain endorsements for travel to Hong Kong and Macao outside regular working hours.

The Beijing Public Security Bureau's Exit-Entry Administration has also further upgraded its fully online processing services and established expedited green channels at exit-entry windows across the city for residents in urgent situations.

The channels cover seven scenarios, including medical treatment, study and urgent business. This year, more than 9,000 exit-entry documents for Chinese citizens have been processed on an expedited basis.
