作为中国国内热门入境旅游城市，西安在今年国庆黄金周共计接待游客1898.80万人次，其中，入境旅游消费表现尤为亮眼，相关消费同比上涨16.8%。

Xi'an, one of China's leading destinations for inbound tourism, welcomed 18.988 million visitors during this year's National Day Golden Week. Spending by inbound tourists was particularly strong, rising 16.8% year over year.

陕西省首家离境退税即买即退集中退税点，日前在西安大悦城正式亮相。该退税点位具备哪些特色优势？又将为境外游客退税打通哪些便民通道？一起来解锁！

Shaanxi's first centralized counter for instant tax refunds at departure has opened at Xi'an Joy City. What makes it unique, and how will it make tax refunds more convenient for international visitors? Let's take a closer look.

相较于传统单一商户退税点位，该集中退税点可统一受理全市所有离境退税备案商店的退税业务，打破传统门店仅能办理本店退税的局限。

Unlike refund counters operated by individual retailers, the centralized counter processes claims for purchases made at registered tax-free stores throughout Xi'an. Visitors can therefore claim their refunds in one place, rather than returning to the store where they made each purchase.

这意味着，境外旅客无论在西安哪个商圈、哪家备案门店消费，只要符合退税条件且材料齐全，均可前往西安大悦城集中退税点现场办理即买即退服务。这也是目前西安覆盖范围最广、服务功能最全的商业综合体退税窗口。

Eligible international travelers with complete documentation can receive instant tax refunds at Xi'an Joy City, regardless of which commercial district or registered store they shopped at. It is also Xi'an's most extensive and fully equipped tax-refund service point located within a shopping mall to date.

今年以来，中国全面落地离境退税2.0版新政，推行退税无纸化、小额抽检、异地互认、延长退税期限等多项便民举措，大幅简化退税流程、压缩办理时长。

China has rolled out Version 2.0 of its departure tax refund policy nationwide, introducing paperless claims, random checks for low-value purchases, cross-regional recognition and longer refund deadlines to simplify and speed up the process.

新政推出后的首个国庆假期，“China Haul”一词在海外社交平台上持续走红。“China Haul”的意思是“中国购物开箱”：外国博主拖着空箱子来，拎着满箱子回，再把开箱视频分享到社交平台。

During the first National Day holiday after the policy took effect, "China haul" videos went viral on overseas social media. In these clips, foreign content creators arrive with empty suitcases, fill them with purchases, then share their unboxing videos online.

本次集中退税点落地的西安大悦城，毗邻大雁塔、大唐不夜城等核心景区，是境外游客来西安的高频消费地。商场实现跨境支付全覆盖，配备外卡取现机，叠加双语导视、双语广播等多语种服务，从支付结算、语言沟通等方面打造便捷、顺畅的国际化购物体验。

Located near the Giant Wild Goose Pagoda and Tang Paradise, Xi'an Joy City Shopping Mall is a popular destination for international visitors. It offers international payment options, ATMs accepting foreign cards, and bilingual signage and announcements for a seamless shopping experience.

9月1日起，离境退税“即买即退”全国异地互认在陕落地，实现“陕西购物、全国异地核验退税”。

Effective September 1, Shaanxi introduced cross-regional recognition for instant departure tax refunds, allowing visitors to shop in the province and verify refunds anywhere in China.

根据西安市商务局最新数据，截至9月底，全市离境退税商户数达585户，37户商户开通“即买即退”服务；开具离境退税申请单9767笔，较上年同期增长5.6倍；开具离境退税申请单消费合计3693万元，较上年同期增长19.9%。

By the end of September, Xi'an had 585 registered tax-refund merchants, including 37 offering instant refunds, according to the Xi'an Municipal Bureau of Commerce. The city recorded 9,767 tax-refund applications, 5.6 times the year-earlier figure, while related spending rose 19.9% to 36.93 million yuan.
