Xi'an listed in China's top 20 foreign talent attraction cities｜2025–2026外籍人才吸引力指数发布，西安入选全国TOP 20

9月28日，人力资源和社会保障部国外人才研究中心在杭州国际人才交流和项目合作大会开幕式上发布2025–2026年度“魅力中国—外籍人才眼中最具吸引力的中国城市”主题活动成果——2025–2026年度中国城市外籍人才吸引力指数。

On September 28th, the Foreign Talent Research Center of the Ministry of Human Resources and Social Security released the Survey Findings of 2025–2026 "Amazing China – The Most Attractive Chinese Cities in the Eyes of Foreign Talents" — 2025–2026 Foreign Talent Attraction Index of Chinese Cities at the opening ceremony of the Hangzhou International Human Resources Exchange and Cooperation Conference.

2025–2026年度“魅力中国—外籍人才眼中最具吸引力的中国城市”主题活动选取了中国外籍人才集聚度较高的81个城市（不含港澳台），面向在华工作生活的外籍人才开展问卷调查，共收到6258份有效问卷。

This survey selected 81 cities in China with a high concentration of foreign talent (excluding the Hong Kong, Macau, and Taiwan regions of China) and conducted questionnaires among foreign talent working and living in these cities. A total of 6258 valid questionnaires were received.

主题活动从工作满意度、生活便利度、社会包容度三个维度进行量化分析，形成中国城市外籍人才吸引力指数，反映我国城市对外籍人才的综合吸引力。

The study carried out quantitative analysis across three dimensions: work satisfaction, living convenience, and social inclusiveness, developing the Foreign Talent Attraction Index of Chinese Cities to reflect cities' overall appeal to foreign talent.

上海、北京、广州、杭州、深圳、苏州、青岛、南京、成都、厦门、大连、天津、西安、重庆、昆明、宁波、海口、济南、长沙、武汉位列2025–2026年度中国城市外籍人才吸引力指数前二十。

Shanghai, Beijing, Guangzhou, Hangzhou, Shenzhen, Suzhou, Qingdao, Nanjing, Chengdu, Xiamen, Dalian, Tianjin, Xi'an, Chongqing, Kunming, Ningbo, Haikou, Jinan, Changsha, and Wuhan make up the top 20 cities on the 2025–2026 Foreign Talent Attraction Index.

根据指数分析，外籍人才眼中最具吸引力的中国城市呈现出如下特征：

According to index analysis, Chinese cities most favoured by foreign talent demonstrate the following features:

第一，京津冀、长三角、粤港澳大湾区等国际科创中心对外籍人才的吸引力优势突出，中国人才高地和人才平台建设成效持续显现，人才发展生态不断优化。

First, international science‑and‑innovation hubs including the Beijing‑Tianjin‑Hebei Region, the Yangtze River Delta, and the Guangdong‑Hong Kong‑Macao Greater Bay Area show outstanding appeal to foreign talent. Progress in building talent hubs and platforms continues to deliver results, and the talent‑development ecosystem keeps improving.

第二，新兴产业与特色产业集群成为吸引外籍人才来华创新创业的核心引力。城市群外籍人才集聚和协同效应凸显，核心城市与周边城市之间人才流动活跃。

Second, emerging‑industry and specialized‑industry clusters serve as core draws for foreign innovators and entrepreneurs. City clusters deliver notable talent agglomeration and synergy effects, with vigorous talent flows between core cities and their neighbours.

第三，中国城市安全包容环境获较高评价，外籍人才在华综合体验总体向好，超六成受访高端外国专家希望长期在华发展。

Third, Chinese cities earn high marks for safe and inclusive environments. Foreign talents report generally positive overall experiences in China, and over 60 percent of surveyed high‑level foreign experts wish to pursue long‑term careers here.

第四，国际人才政务便利化建设成效显著，多地搭建一站式综合服务平台，提供数字化集成服务，广受外籍人才好评。人才政策效能释放与信息服务供给仍有提升空间。

Fourth, major strides have been made in streamlining government services for international talent. Many cities have launched one‑stop comprehensive service platforms with integrated digital functions, winning wide recognition from foreign talent. Even so, there remains room to boost the performance of talent policies and the provision of information services.

第五，县域城市依托产业配套、开放合作、营商成本及宜居环境等综合便利条件，塑造 “小而专、小而美” 特色引才竞争力，成为外籍专业人才新的重要承载地。

Fifth, leveraging industrial support, open cooperation, favourable business costs and pleasant living conditions, county‑level cities are building distinctive "small‑yet‑specialized, small‑yet‑refined" competitiveness for talent recruitment and emerging as important new homes for foreign professionals.

自 2010 年以来，“魅力中国城市” 主题活动已连续开展 16 年。本次活动得到了全国各地外国专家工作归口管理部门的大力支持和积极配合，数据统计和数值计算由国外人才研究中心与北京工业大学团队合作完成。

Running since 2010, the "Amazing China" initiative has entered its 16th year. It has received strong support and cooperation from competent authorities for foreign‑expert‑related work across the country. Data compilation and calculations were jointly completed by the Foreign Talent Research Center and a team from Beijing University of Technology.

国外人才研究中心将持续发挥主题活动对中国城市吸引集聚外籍人才的效果导向，推动各地不断优化国际化一流人才发展环境，为加快建设世界重要人才中心和创新高地提供研究支撑和决策参考。

The Foreign Talent Research Center will keep leveraging the initiative to guide cities in attracting and retaining foreign talent. It will support local authorities in building world‑class international talent ecosystems and provide research‑based references for advancing China's development into a global‑scale talent and innovation hub.
